The Municipality of Anchorage Development Services Department issues residential permits. Its guidance says that inside the Building Safety Service Area (BSSA), anyone intending to install, alter or replace a mechanical system regulated by the code must first obtain a permit. Outside the BSSA, the page describes land-use permits for new buildings, additions and changes of use only. Use the MOA’s BSSA map for your address, then ask Development Services what a wood stove, insert or new chimney requires. MOA Handout M.03 says solid-fuel appliances follow the International Mechanical Code as amended by the MOA.
MOA residential building permitsThe Anchorage Health Department’s air-quality page publishes a daily index, updated each weekday, with monitoring data for Anchorage and Eagle River and a hotline at (907) 343-4899. It says Anchorage currently meets federal standards but that coarse particulate levels sometimes approach them. It asks wood stove and fireplace users to burn only clean, dry wood with enough air to prevent smoldering, and notes burning trash is forbidden by ordinance.
Anchorage daily air quality report18 AAC 50.075 says a person may not operate a solid fuel-fired heating device in a way that causes black smoke. In an area under an air-quality advisory, visible emissions may not exceed 20 percent opacity for more than six minutes in any hour, except the first 15 minutes after firing. Operating a wood-fired device is barred where the state declares an air-quality episode. A certified stove burning dry wood is the practical way to stay within these limits.
18 AAC 50.075 (Cornell LII copy)MOA Development Services Handout M.03, dated December 2, 2020, covers combustion air for fuel-burning appliances and says solid-fuel appliances follow the International Mechanical Code as amended by the Municipality. It also warns that exhaust devices such as range hoods and dryers can backdraft appliances. Ask the installer how outside air will be supplied and whether a combustion-air calculation is needed for your permit.

It depends on the Building Safety Service Area. Inside the BSSA, MOA requires a permit before installing or replacing regulated mechanical systems. Outside it, MOA’s residential permit page describes land-use permits for new buildings, additions and changes of use. Check the BSSA map for your address and ask Development Services what your specific stove or chimney work requires.
We did not find an Anchorage ordinance banning indoor wood burning on poor-air days, and the municipality says Anchorage currently meets federal air standards. State rules still apply: no black smoke, tighter opacity limits during an air-quality advisory, and no wood-fired heating in an area under a declared air-quality episode. Check the daily air-quality report.
It can be part of a plan, but the house still needs a safe installation, a working chimney and dry fuel. Ask the installer about sizing, combustion air and how the stove will be used during an outage. One Anchorage retailer’s site specifically discusses backup heat; confirm claims for your house rather than relying on marketing.
