Wood stove permits in Fairbanks.

Inside city limits, ask the City of Fairbanks Building Department.

The City of Fairbanks Building Department at City Hall, 800 Cushman Street ((907) 459-6720), issues permits inside city limits. Its FAQ says projects in the city limits that involve construction or alteration of a building usually require a permit, and that when a project includes mechanical work, additional permits are required. The city lists the 2018 International Mechanical and Residential codes with local amendments. No city page we read names wood stoves, so ask what a stove, insert or new chimney needs. The state’s nonattainment-area rules, including DEC’s installation confirmation, apply on top of any city permit. For addresses outside city limits, confirm with the borough.

City of Fairbanks Building Department FAQs

DEC, not the borough, calls Fairbanks burn curtailments.

Borough voters removed the borough’s authority over wood stoves in 2018, so DEC issues alerts and enforces them. An advisory is called at 15 micrograms of PM2.5 per cubic meter. A Stage 1 Alert (20) restricts solid-fuel devices unless they have a Stage 1, No Other Adequate Source of Heat (NOASH) or temporary waiver; a Stage 2 Alert (30) allows only NOASH or temporary waivers and approved exemptions. Smoke must stop within three hours. Call (907) 451-2132 or sign up for alerts.

DEC curtailment and alerts in the FNSB nonattainment area

The installer must be certified and report to DEC.

DEC says woodstoves in the nonattainment area must be properly sized and professionally installed by someone meeting National Fireplace Institute certification criteria or equivalent DEC-approved training, who then sends DEC a confirmation form. Used stoves can’t be installed unless DEC-listed. A wood-fired device can’t be the sole heat source in new construction, except a dry cabin on two acres or more, or in rental units unless grandfathered with a NOASH waiver.

DEC solid fuel-fired heating device standards

Older stoves had a removal deadline.

DEC says non-EPA-certified stoves in the nonattainment area had to be removed or made inoperable by December 31, 2024, or on sale, lease or conveyance of the property if earlier. EPA-certified devices rated above 2.0 grams per hour must be removed once they reach 25 years old. If you are replacing an existing stove or buying a house with one, ask whether it still complies.

Applying for change-out funds? Call before you remove anything.

The Fairbanks North Star Borough Air Quality Division funds change-outs of oil, wood, pellet and coal heating devices for property owners in the nonattainment area, with options that include a catalytic borough-listed wood stove. It says residents who replace or remove an appliance before applying and being approved are not reimbursed. Call (907) 600-1416 first and ask which stoves and installers the program accepts.

What to ask a Fairbanks installer.

  1. Is this stove or insert on DEC’s current approved list for the Fairbanks nonattainment area, and what is its rated emission in grams per hour?
  2. Does the person installing it meet DEC’s NFI-certification rule, and will you send DEC the Confirmation of Proper Installation form?
  3. If I apply for borough change-out funds, will you wait for my approval before removing my old appliance, and are you an installer the program accepts?

Answers before you request a quote

Fairbanks wood stove installation FAQs.

Can I still install a new wood stove in Fairbanks?

Yes, with limits. In the nonattainment area, which includes Fairbanks, a new wood stove or insert must be EPA-certified, meet DEC’s 2.0 grams-per-hour standard and appear on DEC’s approved list. It must be professionally installed by an NFI-certified or DEC-approved installer who confirms the work to DEC. Wood-fired hydronic heaters and coal-fired devices can’t be installed, and a wood stove can’t be the only heat in new construction.

Can I run my wood stove during a power outage in Fairbanks?

Not automatically. During a Stage 1 or Stage 2 Alert, DEC restricts solid-fuel devices unless they hold a waiver or the announcement includes an exemption. DEC says announcements might exempt areas experiencing power outages, but that is set episode by episode. Check the alert line at (907) 451-2132 and ask DEC about NOASH or temporary waivers before you count on a stove for outage heat.

Do I need a permit from the city or the borough?

Inside city limits, the City of Fairbanks Building Department issues building and mechanical permits, so ask it what a stove, insert or chimney requires. The air rules are state rules run by DEC, because borough voters removed the borough’s wood stove authority in 2018. The borough still runs the change-out program. For addresses outside the city, check with the borough before work starts.
