Fort Collins lists ‘Fireplace, Wood Stove or Fire Pit’ as a fast-track permit. For permanent wood-burning devices it points to its Wood Burning Stove Guide and EPA’s certified wood heater list. Applicants submit the Gas or Wood-Burning Appliance Permit Application, plus a Homeowner Affidavit if the owner does the work. The page lists a $65 building permit fee plus sales tax on the project’s valuation, and says to email buildingservices@fortcollins.gov or apply online. A heating device in an unheated space needs a remodel/alteration permit instead. Addresses outside city limits in unincorporated Larimer County are not covered by a city permit.
City of Fort Collins: Building PermitsCDPHE’s indoor-burning page says Action Day restrictions apply in Denver, Boulder, Broomfield, Douglas and Jefferson counties and parts of Adams and Arapahoe; Larimer County is not on the list. We also found no current Fort Collins high-pollution-day burning rule in City Code. That is not a guarantee; check city and state air notices. Fort Collins’ protection comes at installation instead, through the certified-appliance rule in Sec. 5-110.
CDPHE indoor burning restrictionsFort Collins City Code Sec. 5-110 says no person shall install or modify a solid fuel-burning appliance, including any wood stove, without a building permit, and the appliance must be tested and certified under 40 C.F.R. Part 60, Subpart AAA to the most stringent limits in force at installation. The same section bars installing any appliance to burn coal and sets separate state requirements for pellet stoves. Used or older stoves generally will not qualify.
Fort Collins City Code Sec. 5-110, Solid fuel-burning appliancesSec. 5-110(f) says no person shall install or modify any fireplace unless it is a gas-burning appliance, an electric appliance, or a fireplace insert meeting the same federal emission standard as a wood stove. For an existing masonry fireplace, that makes a certified wood insert with a liner the wood-burning route; rebuilding it as an open wood fireplace is not listed as allowed.
Fort Collins City Code Sec. 5-110, Solid fuel-burning appliancesFort Collins says owners of City Landmarks and properties in its Landmark Districts, including the Old Town, Sheely Drive and Whitcomb Street districts, must complete landmark design review for most exterior projects under Chapter 14 of the Municipal Code. A new chimney, flue or cap on the exterior may count. Check the city’s Historic Resources Map and contact Historic Preservation Services before applying for the stove permit.

Yes, with a permit and a certified appliance. City Code Sec. 5-110 requires a building permit and says a wood stove must meet the most stringent federal emission limits in force when it is installed. Used or older uncertified stoves are not an option, and coal-burning appliances are not allowed.
Sec. 5-110(f) says a fireplace may be installed or modified only if it is gas, electric, or a fireplace insert meeting the federal emission standard. Ask Building Services how that applies to repairs versus modifications before starting work. For wood heat, a certified insert with a liner is the usual route.
CDPHE’s Action Day indoor-burning restrictions cover the seven metro Denver counties, and Larimer County is not listed. We found no current Fort Collins high-pollution-day rule in City Code. Rules can change, so check city and state air-quality notices before relying on a stove.
