Wood stove permits in Pueblo.

Get the permit from the Southern Colorado Building Department.

The City of Pueblo says building permits are issued by the Southern Colorado Building Department (SoCoBD), 830 N Main St., which took over from the Pueblo Regional Building Department on January 1, 2026 for the City of Pueblo and the Town of Boone. Applications run through SoCoBD’s online portal or permits@socobd.com. The city page does not name wood stoves or inserts, so ask SoCoBD which permit and inspections a stove, insert or chimney liner needs. Pueblo West, Colorado City and other unincorporated addresses are not covered; SoCoBD says those go to Pueblo County Building, so check the address first.

City of Pueblo building permits

Pueblo sits outside the metro Denver burning limits.

CDPHE’s winter Action Day restrictions on indoor burning apply to seven metro Denver counties, not Pueblo County, and a search of Pueblo’s city code found no local high-pollution-day burning ban. The statewide Regulation No. 4 rule still applies: a new wood-burning stove sold or installed in Colorado must meet EPA emission standards. All devices should burn only clean, dry, untreated wood, and CDPHE notes that wood-burning appliances are held to a 20 percent opacity limit when the fuel is not clean, dry wood.

In Pueblo West? You need a different building office.

SoCoBD’s site says it serves the City of Pueblo and the Town of Boone and has no permit or project data for unincorporated Pueblo County, including Pueblo West and Colorado City; those are handled by Pueblo County Building. Contractors working both sides now need separate licenses. SoCoBD’s site has an address search to confirm whether a property is inside city limits.

Historic landmark or district? Get a Certificate of Appropriateness.

The City of Pueblo says exterior modifications to local landmarks and properties in historic districts need a Certificate of Appropriateness from the Historic Preservation Commission, while interior changes are exempt. A new chimney, roof penetration or exterior flue is an exterior change; a stove set inside an existing masonry fireplace may not be. The city encourages a pre-application review with staff.

Pueblo wood stove installation FAQs.

Who issues wood stove permits in Pueblo now?

For addresses in the City of Pueblo, the Southern Colorado Building Department at 830 N Main St., which replaced the Pueblo Regional Building Department on January 1, 2026. Pueblo West, Colorado City and other unincorporated areas now go to Pueblo County’s own building division. Ask SoCoBD which permit and inspections a stove or insert needs.

Are there burn-ban days for wood stoves in Pueblo?

CDPHE’s indoor-burning Action Days apply to seven metro Denver counties, not Pueblo County, and a search of Pueblo’s city code found no ordinance restricting indoor wood burning on high-pollution days. That could change, so check local notices each winter. Burn only clean, dry, untreated wood, and have the chimney inspected before relying on the stove.

Can I install a used stove in Pueblo?

Colorado’s Regulation No. 4 covers the sale and installation of new wood-burning stoves, which must meet EPA standards. CDPHE says a used, uncertified stove can still be sold outside metro Denver, so you may see them offered in Pueblo. Ask SoCoBD before buying one whether it will pass permit and inspection, and compare it with a certified model.
