Details your installer can help confirm

Wood stove permits in Bloomington.

Bloomington’s Building Safety Division issues the permit.

Inside Bloomington city limits, permits come from the city’s Building Safety Division, part of Economic & Community Development at 115 E. Washington St. The Town of Normal next door runs its own Inspections Department, and neither office covers the other. Bloomington says any HVAC work needs a permit and lists HVAC equipment among required permits; applications go through its online form system and can take up to five business days to process. The city enforces the 2018 International Residential and Mechanical Codes, effective January 1, 2021. The permit pages don’t name wood stoves, so ask Building Safety which application a stove or insert goes under.

City of Bloomington: Permits & Fees

Six historic districts, and local S-4 designations.

Bloomington lists six historic districts, including Franklin Square and Davis-Jefferson, which carry local S-4 historic zoning, plus scattered S-4 properties. The Historic Preservation Commission says certificates of appropriateness are required for exterior work on homes in historic districts. A new chimney, flue pipe or cap is exterior work, so owners of designated homes should ask city staff (comdev@cityblm.org) about review before ordering a stove. The Commission meets on the third Thursday of each month.

Check your installer’s city registration.

Bloomington says all contractors seeking permits in the city must be registered. HVAC contractors file an ICC contractor test certificate or another municipality’s license, a $2,000 surety permit bond, and liability insurance naming the city. Homeowners of single-family houses who have lived there, or will live there, at least a year can pull their own permits without registering.

City of Bloomington: Contractor Registration

Mechanical permit fees follow the job’s cost.

Bloomington calculates mechanical permit fees from the estimated cost of labor, materials and equipment, on a sliding schedule set in Chapter 10 of the City Code. Permits issued to the owner of an owner-occupied single-family home carry an extra 50% surcharge. Ask Building Safety whether your stove falls under the mechanical schedule or the building schedule before comparing DIY and contractor quotes.

The open fire ordinance covers outdoor burning.

Bloomington’s Open Fire Ordinance, passed in 2010, bans burning garbage, yard waste and construction waste inside city limits and limits recreational fires to approved containers with clean, dry firewood, between 7 a.m. and 11 p.m. It does not address indoor stoves, but the same principle applies: burn only the fuel the stove’s maker specifies.

What to ask a Bloomington installer.

  1. Are you registered as a contractor with the City of Bloomington, and will you pull the permit through Building Safety?
  2. My home is in an S-4 historic district; will the new flue or cap need a certificate of appropriateness first?
  3. If I have a prefabricated fireplace with a sided chase, can it take a wood insert, or do I need a new chimney system?

Compare quotes on the same scope.

Answers before you request a quote

Bloomington wood stove installation FAQs.

I live in Normal. Does this guide’s permit office apply to me?

No. Bloomington and Normal are separate municipalities that share a metro area. Bloomington’s Building Safety Division handles permits only inside Bloomington city limits. In Normal, permits come from the town’s Inspections Department at 1 Uptown Circle, which has its own homeowner permit applications and contractor registration.

Can I pull my own permit for a stove in Bloomington?

Possibly. Bloomington lets homeowners of single-family houses who have lived there, or will live there, at least a year get permits without registering as a contractor. Mechanical permits issued to owners of owner-occupied single-family homes carry a 50% surcharge on the normal fee. Ask Building Safety which permit a wood stove needs before you start.

Does Bloomington restrict burning a wood stove on certain days?

No indoor-burning restriction or no-burn-day program was found for Bloomington or McLean County. The city’s Open Fire Ordinance deals with outdoor fires: it bans burning garbage and yard waste and limits recreational fires to clean, dry firewood. Illinois EPA guidance says to burn only what the stove’s manufacturer specifies.
