Details your installer can help confirm

Wood stove permits in Carol Stream.

Apply to Community Development before work starts.

Inside Carol Stream, building permits come from the Community Development Department at Village Hall, 500 N. Gary Ave. (630-871-6230). The village accepts permit applications online or on a printed residential application form, and says details of the inspections a project needs are given when the permit is issued. Inspections are scheduled by phone, typically with 24 hours’ notice, and a re-inspection fee may apply if work isn’t ready. The fee schedule lists fireplace and heating-system permits but not wood stoves or inserts by name, so ask Community Development which permit and fee apply to your stove, insert or liner.

Village of Carol Stream: Building Permits & Inspections

Inspections keep the permit alive.

Carol Stream enforces the 2024 International Residential Code with local amendments dated October 6, 2025. The amendments tie a permit’s validity to 180-day periods, including when more than 180 days pass between inspections, and let the building official suspend or revoke a permit for failure to schedule and pass the required inspections. A suspended permit is reinstated only with the building official’s approval and payment of fees. If a stove job pauses between rough and final inspections, keep the timeline short.

Know what counts as permit-exempt work.

Carol Stream’s fee schedule lists residential work that needs no building permit, such as routine maintenance, siding and remodeling with no change to walls or utilities. Remodeling that adds, alters or relocates plumbing, heating or electrical work is not on the exempt list, and the village says even exempt work must meet its codes. A new stove, insert, liner or chimney is not among the exemptions, so plan on a permit.

Mechanical code amendments add a late-permit penalty.

Carol Stream’s amendments to the 2024 International Mechanical Code, dated October 6, 2025, say anyone who starts work regulated by the code before obtaining the necessary permits is subject to a penalty fee on top of the permit fee, set in Chapter 6, Article 13 of the village code. The fee schedule puts that penalty at a 50% increase, between $150 and $1,500. Make sure your installer’s permit is issued before any venting work begins.

What to ask a Carol Stream installer.

  1. Will you apply for the Carol Stream permit before any work starts, so the 50% late-permit increase doesn’t apply?
  2. Which line on the village fee schedule will this job fall under: prefab fireplace, heating system or something the building official sets?
  3. How many inspections will the job need, and can they be completed without a long gap that risks the permit?

Answers before you request a quote

Carol Stream wood stove installation FAQs.

How much is a Carol Stream permit for a fireplace or stove?

The village’s Schedule C, dated May 2026, lists $96 for a prefab fireplace, $128 for a masonry fireplace and $48 for a furnace, heat pump or other heating system. Wood stoves aren’t listed by name, and work not listed is priced as the building official directs, so call Community Development at 630-871-6230 to confirm.

What happens if work starts before the permit?

Carol Stream’s fee schedule says the permit fee rises by 50% when work begins before a required permit is obtained, with the increase at least $150 and no more than $1,500. The village’s mechanical code amendments also call for a penalty fee in that case, so make sure the permit is issued first.

Is Carol Stream on newer building codes than nearby towns?

Carol Stream says it administers the 2024 editions of the International Code Council codes with local amendments, dated October 2025. Neighbouring villages may be on different editions, so an installer who works across DuPage County should confirm they are working to Carol Stream’s adopted codes and amendments.
