A Bettendorf showroom across the river. Its wood stove page lists HearthStone and Pacific Energy woodstoves, and its about page says its service staff are its own employees and its installers are experts in the products it sells. Its services copy centres on gas and says it doesn’t do chimney cleaning or masonry. Ask whether it is registered with Rock Island and who supplies the liner.

Inside Rock Island, the city’s Inspection Division at City Hall, 1528 Third Avenue (309-732-2910, inspection@rigov.org), issues permits; Moline, Rock Island County and the federal Arsenal don’t. The city says a permit is needed to install or replace any mechanical system, and its mechanical permit application lists Gas Fireplace and Chimney Liner lines and asks for the total cost. Permits for rentals or other non-owner-occupied homes must come from a city-registered mechanical contractor. The city uses the 2021 International Codes, inspections need 24 hours’ notice, and fees double if work starts first. No page names wood stoves, so confirm the permit with the division.
City of Rock Island: Building PermitsRock Island’s Preservation Commission must approve, by Certificate of Appropriateness, any construction, alteration, repair or relocation affecting the exterior of a Rock Island Landmark or a Highland Park Historic District property. Roof features are on its list, and all exterior work needing a building permit also needs a COA. In the Broadway Historic District, a National Register district, the city says only a couple of dozen Landmark buildings are reviewed. Ask Planning & Zoning (309-732-2900) before a new chimney or flue goes on the roof.
City of Rock Island: Certificate of AppropriatenessAll contractors doing business in Rock Island must register, and unregistered contractors can’t get permits. The 2026 mechanical registration form lists license classes including Wood/Gas Fireplaces and requires a Master Mechanical License or ICC/Prometric test scores, a $55 fee, liability insurance naming the city and a $10,000 continuous bond. Registrations expire December 31, so ask your installer which class it holds and whether it is current.
City of Rock Island: 2026 Mechanical Contractor Registration (PDF)City Code Sec. 4-16, adopted August 2025, exempts owner-occupants of single-family houses from contractor registration for work on their own property. The Building Official may ask for proof of experience and practical knowledge, and the owner still needs permits, inspections and code compliance. The mechanical permit application says rental and other non-owner-occupied properties must use a registered mechanical contractor.
Rock Island City Code Ch. 4, Art. III: Contractor Registration (American Legal)This is a planning guide, not a permit determination. The local authority and your installer must confirm current requirements for your property and appliance. We have not verified project-specific approvals or fees.

The City of Rock Island’s Inspection Division at 1528 Third Avenue (309-732-2910). The city requires a permit to install any mechanical system, and its mechanical permit form has a Chimney Liner line. Homes in Moline or unincorporated Rock Island County go to those offices instead. No city page names wood stoves, so call before you buy.
If you own and live in a single-family house, city code exempts you from contractor registration for work on your own home. You still need the permit and inspections, and the Building Official may ask about your experience. For a rental or other non-owner-occupied home, a city-registered mechanical contractor must submit the permit.
Usually not. The city says only a couple of dozen Broadway buildings that are also Rock Island Landmarks are reviewed; for others, preservation is encouraged but not required with private funds. Highland Park Historic District homes and Landmarks need a Certificate of Appropriateness for exterior changes, including roof features. Ask Planning & Zoning at 309-732-2900.
