Inside city limits, permits come from Wheaton’s Building & Code Enforcement Department at 303 W. Wesley St. and are applied for through the city’s online portal. Its fireplace and chimney repair guideline applies the 2024 International Residential Code and asks for plan, cross-section and elevation details showing chimney height, manufacturer instructions for factory-built units, and smoke and carbon monoxide alarms that meet the 2024 IRC. Listed inspections run from footing and rough framing to rough mechanical and final. The guideline does not name freestanding wood stoves, so call 630-260-2050 to confirm the permit for a stove or insert.
City of Wheaton: Fireplaces, Masonry & Factory-Built / Chimney Repair – ResidentialWheaton’s city code makes it unlawful to emit dense smoke from any chimney so as to cause annoyance or discomfort to residents. It defines dense smoke as No. 2 or darker on the Ringelmann chart, but allows smoke up to No. 3 for no more than six minutes in any eight-hour period, which covers a short start-up. Burning dry, seasoned wood in a certified stove helps keep smoke light.
Wheaton City Code Ch. 54, Art. IV (Municode)Wheaton requires general, mechanical, heating and air conditioning, and other listed trade contractors to register with the city through its online portal and pay the registration fee in Appendix B, which lists contractor registration at $75 a year. Roofing, electrical and plumbing contractors must also submit state licenses. Ask your installer whether it is registered with Wheaton before the permit is filed.
City of Wheaton: Contractor Registration RequirementsWheaton’s Historic Commission promotes the city’s history and runs an owner-initiated Wheaton Register of Historic Places for buildings 100 years or older or otherwise significant. We found no certificate-of-appropriateness step for chimney work. The Northside Residential Overlay District has design guidelines that describe themselves as recommendations for new houses and additions. If your home is on the Register or in the Northside district, ask the city before changing a visible chimney.
City of Wheaton: Historic CommissionWheaton bans open burning of leaves, brush, wood, paper and garbage, with exceptions. Cooking fires, commercially made portable fireplaces burning dry seasoned wood and kept attended, and small campfires at least 30 feet from buildings are allowed, and bonfires need a Fire Chief permit. The Fire Chief can order any approved fire put out when conditions make it hazardous.

Wheaton publishes a permit guideline for masonry and factory-built fireplaces and chimney repair under the 2024 International Residential Code, with a $175 fireplace fee in its fee schedule. Yes. City Code 54-112 bars dense smoke from any chimney that annoys or discomforts residents. Dense smoke means No. 2 or darker on the Ringelmann chart, with up to No. 3 allowed for six minutes in any eight-hour period, so a clean start-up with dry wood matters.
We found no certificate-of-appropriateness process. The Historic Commission runs an owner-initiated Register of Historic Places for recognition, and the Northside Residential Overlay District has design guidelines framed as recommendations. If your home is listed or in the Northside district, check with the city before changing a visible chimney.
