Inside Carmel, permits come from the Department of Community Services at One Civic Square, not from Indianapolis or Hamilton County. Carmel says projects must meet the 2020 Indiana Residential Code, that one permit typically covers all work on a project, and that you apply through its online permitting link, then upload plans to ProjectDox. City code makes it unlawful to alter a building without first obtaining an improvement location permit or other appropriate permit. Carmel’s pages do not name wood stoves, so call Building and Code Services at 317-571-2444, which says it will help decide whether your project needs a permit.
Carmel residential permitsCarmel Fire Department says open burning is strictly prohibited in the city. Campfires are allowed for recreation or cooking only: ground fires up to 3 by 3 by 2 feet, at least 25 feet from anything combustible, using untreated wood and commercial fire-starters, with wind between 5 and 15 mph, and never in apartment complexes of five or more units. Violations can bring a fine of up to $500. None of this governs an indoor stove, which goes through Community Services.

Electrical and HVAC contractors must also be licensed. Section 4-90 lists a surety bond and proof of insurance and workers’ compensation as registration items. Ask your installer whether it is on Carmel’s register.
