Apply to the joint St. Joseph County/South Bend Building Department.

South Bend properties are permitted by the St. Joseph County/City of South Bend Building Department at the City Service Center, 215 S. Dr. Martin Luther King Jr. Blvd., Suite 100. It also covers unincorporated St. Joseph County, while Mishawaka, New Carlisle and Walkerton have their own departments. The city’s permits page offers an HVAC permit application, submitted online or by email to building@southbendin.gov. Call 574-235-9554 to confirm how an insert or liner is listed.

Historic district or landmark? Get a COA first.

The Historic Preservation Commission of South Bend and St. Joseph County covers the city and unincorporated county, with nine local historic districts and about 200 individual landmarks. Its page says a Certificate of Appropriateness authorizes work on a designated property; some projects can be approved by staff, others go to the full commission, and a certificate is valid for one year. A new chimney, stovepipe through a wall or roof, or chimney cap is exterior work, so contact staff at 574-235-9371 before scheduling installation.

Owner-occupants may do their own work.

The Building Department says all contractors, including subcontractors, must be registered or licensed with it to work in South Bend and St. Joseph County, with one exception: an owner-occupant of a residential dwelling may perform their own work. A permit is still required. If you hire an installer, ask for its registration with the Building Department before work starts.

Call early for same-day inspections.

The 2026 fee schedule says inspectors are in the office weekdays from 7:30 to 9:00 a.m. and 3:30 to 4:00 p.m., and inspections requested between 7:30 and 9:00 a.m. can generally be made the same day; later requests wait until the next working day. It also lists a reinspection fee, so have the stove, clearances and chimney ready before calling.

Fire pits have separate distance rules.

South Bend’s 311 guidance on fire pits says recreational fires must stay under three feet wide and two feet high and at least 25 feet from structures or combustibles, and open burns 50 feet, or 15 feet in an approved container. Leaf and trash burning is prohibited, and the fire chief can order a hazardous fire put out. This covers outdoor burning, not a vented indoor stove.

What to ask a South Bend installer.

  1. Are you registered with the St. Joseph County/South Bend Building Department, and will you list the stove per flue on the HVAC permit?
  2. If my house is in a local historic district, will you get the Certificate of Appropriateness before the chimney work starts?
  3. Is my address in South Bend, unincorporated St. Joseph County or Mishawaka, and which office will issue the permit?

Answers before you request a quote

South Bend wood stove installation FAQs.

Who issues the permit for a wood stove in South Bend?

The joint St. Joseph County/City of South Bend Building Department at 215 S. Dr. Martin Luther King Jr. Blvd. Its 2026 fee schedule lists wood burning stoves per flue, including chimney and connector. If your address has a Mishawaka mailing address and three or four digits, Mishawaka’s own department handles it instead.

What happens if I install first and get the permit later?

The Building Department’s fee schedule says that when work proceeds without a required permit, the permit fees are tripled as a penalty, and paying it does not release you from other penalties. Get the HVAC permit before installing, and schedule rough inspections before anything is covered.

Does a historic district affect my chimney in South Bend?

If the house is in one of the nine local historic districts or is an individual landmark, exterior work needs a Certificate of Appropriateness from the Historic Preservation Commission. Some projects are approved by staff; others go to the full commission. Certificates last one year.
