A State Street showroom in Bettendorf. Its wood stove page lists HearthStone and Pacific Energy woodstoves, and its insert pages include wood inserts. Its about page says service staff are its own employees and its installers handle new fireplaces, stoves and inserts. It doesn’t do chimney cleaning or masonry, so ask who handles the liner and whether it holds Bettendorf’s bond.

Inside Bettendorf, the Building Division of Community Development, 4403 Devils Glen Road (563-344-4074, building@bettendorf.org), issues permits; Davenport’s office and Scott County don’t. The city says no construction work requiring a permit may start until the permit is issued. Its mechanical permit application has a Fireplace line (pre-fab or masonry), asks for the bid cost and the Master HVAC holding license, and says heating work must conform to the city code. Mechanical contractors need a $10,000 residential bond on file with the city, plus a state contractor license, master certification and contractor registration. No city page names wood stoves, so confirm the permit for your stove or insert.
City of Bettendorf: Building DivisionBettendorf City Code 4-3-1 prohibits open burning, and 4-3-2, amended July 1, 2025, says fireplaces, wood burning stoves and grills may be used for their intended purposes. Outdoor fires for cooking, heating or recreation must burn dry wood or commercial fireplace logs, follow the fire code, and run only between 9 a.m. and 11 p.m. Other burning, such as landscape waste, needs a $10 fire chief permit in limited cases. We found no rule curtailing indoor stove use.
Bettendorf City Code Title 4, Chapter 3: Open Burning (American Legal)Bettendorf adopts the International Mechanical Code as amended by Iowa, and its local amendment, Section 102.4.1, lets an unlicensed property owner who lives in the house do only two kinds of mechanical work: ductwork and bathroom venting. It leaves licensing and permitting to the state. The city’s FAQ says owner-occupants may pull their own permits, but for a stove, chimney connector or insert, expect a licensed contractor to take out the mechanical permit.
Bettendorf City Code Title 10, Chapter 5: Mechanical Codes (American Legal)Iowa’s Department of Inspections, Appeals, and Licensing offers a Hearth Systems Specialty License, a sublicense under an HVAC license that covers solid-fuel appliances, venting systems, fireplace inserts and freestanding stoves. It requires National Fireplace Institute certification. Bettendorf’s permit application asks for the Master HVAC holding license, so ask each installer who holds which state license and get the numbers before work starts.
Iowa DIAL: Hearth Systems Specialty LicenseBettendorf’s mechanical fee chart charges $24.50 for jobs up to $2,000, and $24.50 plus 1.5% of the balance, rounded to the nearest hundred, for jobs from $2,001 to $250,000. The fee is based on the bid cost written on the application. Reinspections cost $45, so make sure the work is complete before the inspection. The chart is undated, so confirm the current fee with the Building Division.

Probably not. Bettendorf’s amendment to the mechanical code lets an unlicensed owner who lives in the house do only ductwork and bathroom venting. The city’s FAQ says owner-occupants can pull their own permits for general work, but a stove or insert is mechanical work. Ask the Building Division at 563-344-4074 before you buy.
Not that we found. Bettendorf bans open burning, but its code says fireplaces and wood burning stoves may be used for their intended purposes. Outdoor recreational fires must burn dry wood or commercial logs between 9 a.m. and 11 p.m. Iowa DNR encourages EPA-certified stoves and lists materials never to burn.
