Inside Gloucester, building permits come from the Inspectional Services / Building Department at 3 Pond Road (978-325-5210), led by the Building Commissioner. The Building Inspector page says all building permits must be submitted online through the city’s Online Permitting Center, which lists building, short-form building, mechanical and sheet metal permits. Inspectors are in the office only 8:30 to 9:30 a.m. Monday to Friday and 1 to 2 p.m. Monday to Thursday, and the city suggests calling first if you are travelling far. Inspections are by appointment with your permit number. The page doesn’t name wood stoves, so ask which permit type a stove or liner uses.
City of Gloucester: Building InspectorThe Historical Commission’s listings say Central Gloucester (Harbor Village), designated in 1977 with 84 historic resources, is the city’s only local historic district. There, the Historic District Commission reviews exterior work visible from a public way, and its certificate application lists chimneys among the elements to describe, with two copies of plans and a certified abutters list. Rocky Neck and East Gloucester Square are National Register districts, which the same document says do not limit private owners’ work. Check the commission’s map before planning an exterior flue.
Gloucester Historical Commission: Historic Listings and Designations (PDF)Gloucester’s Online Permitting page says paying a permit fee online by credit card adds 2.99% plus $0.99, and an electronic check adds a flat $5.50. You can apply online and then pay in person during the department’s office hours instead. On top of the $50 application fee and $10 per thousand of cost, that surcharge is small, but ask your installer who pays it.
City of Gloucester: Online PermittingThe Historic District Commission’s application, filed under Chapter 40C and the Gloucester Historic District Ordinance, covers exterior work visible from a public way. It asks you to list affected elements, chimneys and utilities among them, with existing and proposed materials, and to attach a location map, a scaled site plan, elevations and a certified abutters list. Applying for non-applicability is an option when the work cannot be seen.

The nearest station with 1991–2020 normals, in Beverly, about 8 miles away, averages 27.2°F in January. That makes outage heat worth planning for. A stove can keep one or two rooms usable without power, but it is not whole-home heat, and the city expects a permit and inspection before use.
