Inside Lawrence, building permits come from the Inspectional Services Department at 200 Common Street, 2nd Floor, Room 209 (978-620-3130), which says it processes and issues all relevant permits. Applications are filed and paid through the city’s Citizenserve online system. ISD posts separate permit forms for one- or two-family buildings and for other buildings, so a stove in a three-family house or larger may follow the second path. No form names wood stoves, so ask ISD which permit covers the stove, liner and chimney. State fire-safety guidance says a building permit is needed before installing a wood stove and the local inspector must inspect it before use.
Lawrence Inspectional ServicesThe Prospect Hill Historic District rules also describe the Jackson Terrace, North Common and Mechanics’ Block districts, and they state that no building permit is issued until the committee has made a determination. The certificate application offers a Certificate of Non-Applicability for work not visible from any public street or way, and asks for twelve complete sets. For a stove, the visible piece is usually the chimney cap or a new exterior flue. Contact the commission through the Planning Department (978-620-3500) before filing.
Prospect Hill Historical District CommissionLawrence’s one- or two-family permit application opens with a City Ordinances Section 25-10 compliance sign-off list. The tax collector, water department and Inspectional Services (for trash tickets) each stamp and sign it, the form says all payments are required before permits or licenses issue, and photocopies are not accepted. The same form asks whether the property is in a local historic district or over 75 years old, with a line for the Historical Commission’s signature. The form is a 2014 scan, so confirm the current process.
Lawrence permit application, one or two family (PDF)ISD’s fee page lists new construction and addition or alteration work at $12 per $1,000 of cost, so a stove, liner and hearth job is charged on its total price. Gas permits are listed separately at $21 plus $7 per unit. The page is undated and shows no minimum, so confirm the amount when you file. Lawrence’s electrical inspector works from the Fire Department at 65 Lowell Street.
Lawrence Inspectional Services Department feesThe Department of Fire Services publishes its chimney and wood stove safety sheet in Spanish as well as English. The Spanish edition (dated 10/21) repeats that a building permit and local inspection are required before first use, calls for 36 inches of clearance, bars sharing a flue with another appliance, and says carbon monoxide alarms are required in homes with fireplaces or wood stoves.

Lawrence’s one- or two-family permit form carries a City Ordinances Section 25-10 sign-off list. The tax collector, water department and ISD (for trash tickets) sign it, and the form says all payments are required before a permit issues. Check your tax, water and trash-ticket balances before the installer applies so the job isn’t delayed.
Nothing found on the city’s pages bans it, but a three-family building is not a one- or two-family dwelling, and ISD posts a separate permit form for other buildings. Shared chimneys are a concern: state guidance bars a stove from sharing a flue with another appliance. Get the owner’s written consent if you rent, and confirm the flue plan with ISD.
The commission’s rules describe four districts: Prospect Hill (along Prospect and East Haverhill streets), Jackson Terrace, North Common and Mechanics’ Block, with the North Common and Jackson Terrace districts listed by street address and assessor’s lot. If yours is in one, no building permit issues until the commission acts. Call the Planning Department at 978-620-3500 to confirm.
