Details your installer can help confirm

Wood stove permits in Rochester.

Rochester Building Safety issues a fireplace permit.

Inside Rochester city limits, permits come from the city’s Building Safety department, not Olmsted County; the county’s building page sends Rochester residents to Building Safety at 507-328-2600. Rochester lists Fireplace as its own permit type, along with HVAC, gas piping and building permits, and takes applications online through Accela Citizen Access. The city says a building permit does not include trade work, which needs separate permits, so a stove with new framing or a wall pass-through may need more than one. The city does not publish fireplace-specific requirements online; email buildingsafety@rochestermn.gov to confirm what a wood stove or insert needs.

Notify Fire Dispatch before a backyard fire.

Rochester allows recreational fires in city limits for pleasure, ceremony or cooking, in an outdoor fireplace, grill or pit with a fuel area no more than 3 feet across and 2 feet high. The fuel may only be charcoal or firewood cut for that purpose; leaves, branches, construction materials and household waste are banned. The city asks residents to call Fire Dispatch at 507-328-2830 before burning. Other open burning needs a city burn permit. None of this covers an indoor stove.

Hiring out? Ask for the Master Installer.

Rochester defines a Master Installer as anyone who plans, lays out or supervises installing, repairing or maintaining heating, ventilating, gas piping, fireplace or air conditioning equipment. Before getting that license, an applicant needs a certificate of competency from the city’s Building Safety department. The license belongs to the individual, not the company, so ask which licensed person will supervise your job.

Outside city limits? Olmsted County handles it.

Olmsted County runs building, well and septic inspections for areas it covers, and its page says permits inside Rochester city limits come from Rochester Building Safety. If your address is in a surrounding township rather than the city, ask Olmsted County which permit applies before booking an installer, and confirm the installer works in that jurisdiction.

What to ask a Rochester installer.

  1. Who on your team holds Rochester’s Master Installer license, and will that person supervise this job?
  2. Will you apply for Rochester’s Fireplace permit in Accela, and does the job need any separate building permit?
  3. Is the stove or insert EPA-certified to the 2020 standard the MPCA says applies to new appliances sold in Minnesota?

Compare quotes on the same scope.

Request separate details for the appliance, chimney or liner, hearth work, labor, removal, permits, inspections, and exclusions. Confirm any paid assessment before booking.

Answers before you request a quote

Rochester wood stove installation FAQs.

Does Olmsted County issue my permit in Rochester?

No. Olmsted County’s building page says permits inside Rochester city limits come from Rochester Building Safety at 507-328-2600. Rochester lists Fireplace as its own permit type, applied for through Accela Citizen Access. If your home is in a township outside the city, ask Olmsted County instead.

Does a Rochester building permit cover the stove?

Not by itself. The city says a building permit does not include trade work such as heating and mechanical, which needs separate permits, and it lists Fireplace as a separate permit type. If the job also involves framing or a new wall opening, ask Building Safety whether a building permit is needed too.

Do I need to call anyone before a backyard fire?

Yes. Rochester asks residents to notify Fire Dispatch at 507-328-2830 before a recreational fire. Fires must be in an outdoor fireplace, grill or pit no more than 3 feet across and 2 feet high, and only charcoal or firewood may be burned. This does not apply to an indoor stove.
