Inside Rosemount, permits come from the city’s Building Permits and Inspections department at City Hall, 2875 145th Street West, which enforces the state building code and city ordinances for building and mechanical work. Its Fireplaces page says a building permit is required for all fireplaces at a set $101 fee, and that two copies of plans and specifications are needed for each unit. Projects that need plans are emailed to the permits desk rather than filed through the online no-plan-review portal, and the city says turnaround is running 4–6 weeks. Inspections need 24 hours’ notice (651-322-2024). The page does not name wood stoves, so ask which permit a stove or insert falls under.
City of Rosemount: FireplacesRosemount requires approval and a permit for all controlled outdoor burns. Its Burning Permits page says not to burn within 75 feet of any structure or when wind is over 15 mph, to call 651-322-6900 and check Minnesota DNR fire restrictions first, and to have the fire out by sunset. Painted wood, plastic, garbage, leaves and grass clippings are not allowed. These rules cover outdoor burning, not an indoor stove, but they show the burn materials the city treats as off limits.
City of Rosemount: burning permitsRosemount’s fireplace guidance says factory-built heating appliances, chimneys and terminations must be listed by an approved testing agency and installed to their listing, with the manual on site for the inspector. Chimneys must end three feet above where they pass through the roof or chase and two feet above any part of a building within ten feet, unless a listed termination allows less. It sets a two-inch clearance to combustibles for a class A solid-fuel flue.
City of Rosemount: fireplace information sheet (PDF, rev. 2019)Rosemount’s Fees page lists a residential plumbing and HVAC alteration or repair permit for homes of four units or fewer at $70 plus a $1 surcharge, $71 in all, separate from the $101 fireplace fee. Electrical permits carry a $75 minimum inspection fee plus a $10 administrative fee and $1 surcharge. Ask the Building Department whether a wood stove or insert is billed as a fireplace, an HVAC alteration, or both, and whether a wired blower needs an electrical permit.

Rosemount’s Fireplaces page sets a building permit for all fireplaces at $101, which includes the state surcharge. The city does not say whether a freestanding wood stove or insert is billed the same way; its Fees page also lists a $71 residential HVAC alteration permit. Ask the Building Department (651-322-2024) which applies before you budget.
Rosemount’s Applications, Permits and Inspections page says permits needing plan review are taking 4–6 weeks because of high construction volume. Fireplace permits ask for two copies of plans and specifications, so build that time into your schedule, and book inspections at least 24 hours ahead.
Only with a permit. Rosemount requires approval for all controlled outdoor burns: apply to the Fire Marshal, stay 75 feet from structures, skip windy days over 15 mph, check DNR restrictions and have the fire out by sunset. That is separate from an indoor wood stove, which needs a building permit instead.
