Inside Roseville, permits come from the Community Development Department (651-792-7080, permits@cityofroseville.com), and applications go through the city’s online ePermits portal. Its 2024 residential permit checklist says plumbing, HVAC and electrical permits are separate from building permits, that some applications, including mechanical, can be issued the same day, and that permits are valid for 180 days. It says permits are required for permanent repairs or improvements regulated by state or local codes and asks you to call or email to confirm. No Roseville page names wood stoves or inserts, so ask staff which permit your stove or insert is filed under and which inspections follow.
Roseville residential permit application checklist (2024, PDF)Roseville’s own wood smoke page cites American Lung Association warnings that wood smoke adds fine particles, carbon monoxide and other pollutants indoors and out. It says fireplace inserts made after 1992 are significantly cleaner-burning because of federal rules, if properly installed, maintained and used. Its tips: burn dry wood that has been split, covered and stored for at least six months; never burn plastic, garbage, or painted, stained or pressure-treated wood; and start fires with newspaper and small dry pieces. The page is guidance, not a ban.
City of Roseville: wood smokeRoseville requires a city contractor license, $73 a year, from contractors not licensed by the state Department of Labor and Industry, including those doing mechanical or HVAC work without a state plumbing license. It expires one year from issuance, and the insurance certificate must show at least $500,000 per-person bodily injury and $1,500,000 aggregate under City Code Chapter 307. The city says the license is not intended as consumer protection and points to the state lookup for residential contractors.
City of Roseville: contractor licensesRoseville’s homeowner affidavit is for the owner and occupant of a single-family dwelling who will do the permitted work personally. By signing, you certify that you will perform the work yourself, acknowledge that you are acting as the contractor, and state that the work will follow the Minnesota State Building Code and city ordinances. It is filed with Code Enforcement at 2660 Civic Center Drive or through ePermits.
Roseville residential homeowner work affidavit (PDF)Roseville City Code 404.02 bans open burning except recreational fires and a few approved cases. A backyard fire must be at least 25 feet from structures and property lines, no more than 3 feet across, fueled only by charcoal or wood at least 1 inch thick, limited to four hours and attended by a responsible adult. Those are outdoor limits; they do not regulate an indoor stove.

No city inspection is triggered by a sale. Roseville’s permit FAQ says the city has no Truth in Housing requirement. That makes your own paperwork more important: keep the permit, final inspection and installer’s documents, because a buyer’s inspector or insurer may ask whether the stove was permitted. The permit itself still comes from the Community Development Department before installation.
2nd Generation Chimneys, Chimney Doctors and London Chimney Services have Roseville pages. Suburban Chimney Solutions lists Roseville on its Ramsey County page, Twin City Fireplace names it on its St. Paul pages, and Jack Pixley Sweeps names Ramsey County. Custom Fireplace, Lakeville Fireplaces and Woodland Stoves reach Roseville only through Twin Cities metro wording. None says it holds a Roseville contractor license, so ask.
No Roseville rule restricting indoor stove use on particular days was found. The city’s wood smoke page is advice: use a newer, cleaner insert, burn dry wood stored at least six months and never burn trash or treated wood. Outdoor fires fall under City Code 404.02, and new stoves sold in Minnesota must meet EPA 2020 standards, according to the MPCA.
