Details your installer can help confirm

Wood stove permits in Dover.

Get the permit from Inspection Services before you install.

Inside Dover, permits come from the Inspection Services Division of Planning and Community Development at 269 Mast Road (603-516-6038, weekdays 8 a.m. to 4 p.m.). Dover’s building code chapter makes it unlawful to install equipment regulated by the building code without first applying and getting a permit, and the city’s FAQ says homeowners need one for work on their own house. Applications and inspection requests go through the online permitting portal; the city suggests at least two business days’ notice for an inspection. The fee schedule bills woodstove installations as a fire safety permit, so ask which permit types your stove, chimney and liner need. Durham and Rochester issue their own permits.

Dover’s Heritage Commission advises; it does not review stove permits.

Dover has a Heritage Commission rather than a historic district commission. Its listed duties are surveying cultural resources, research, help with the master plan and advising other boards on request; none involve approving building permits. A search of Dover’s city code found no local historic district rules, so a new chimney or roof flue should not need a district certificate. Dover did study a Heritage Residential zoning district around Silver Street in 2014; if you live there, ask Planning whether any design standards apply.

The fee schedule doubles fees for work started early.

Dover’s FY2027 fee schedule, effective July 1, 2026 to June 30, 2027, charges a $25 application fee on all building and trade permits and lists chimney, woodstove, fireplace and pellet stove installations at $25 each. Fees are doubled if work starts before the permit is issued, with a $250 minimum and a $10,000 maximum per permit. A reinspection after work is disapproved a second time is $90. Confirm current amounts with Inspection Services before you budget.

Check which code edition your permit uses.

Dover’s Codes Enforced page says buildings must meet the state building and fire codes under RSA 155-A, and that the codes in effect when you apply stay in effect for that permit. Its links list the 2021 International Residential and Mechanical Codes, NFPA 101 (2024) and the New Hampshire Fire Code, Saf-C 6000. The city may adopt stricter codes by ordinance. Ask your installer which edition the stove clearances and chimney will be built to.

Dover Inspection Services: Codes Enforced

Owners need permits, and plans may be needed.

Dover’s building code chapter says applications go to the Building Official with the fee and two copies of plans and specifications, though the Building Official may waive plans when the work is minor. Only simple maintenance and repairs costing no more than $2,500 are exempt. The Building Inspector has up to 30 days to act on a complete application, and a permit lapses if work stops for six months.

What to ask a Dover installer.

  1. Will you apply through Dover’s online portal for the $25 woodstove permit, and does my job also need a mechanical or chimney permit?
  2. Will work wait until the permit is issued, so Dover’s doubled fee and $250 minimum do not apply?
  3. Which code edition will the clearances and chimney be built to, and will you request and attend Dover’s inspections?

Answers before you request a quote

Dover wood stove installation FAQs.

What does a woodstove permit cost in Dover?

Dover’s FY2027 fee schedule lists chimney, woodstove, fireplace and pellet stove installations at $25 each, and every permit carries a $25 application fee. If work starts before the permit is issued, the fee is doubled with a $250 minimum. The schedule runs July 1, 2026 to June 30, 2027, so check the amounts with Inspection Services before you budget.

Where do I apply for a stove permit in Dover?

Through the city’s online permitting portal. Inspection Services itself has moved to 269 Mast Road, near the public works facility and recycling center, with parking in front; the office is open weekdays 8 a.m. to 4 p.m. at 603-516-6038. Inspections can be requested online or by phone, with at least two business days’ notice suggested.

Do I need a permit if I install the stove myself?

Yes. Dover’s FAQ says a permit is required when homeowners work on their own house, and the city code requires a permit before installing equipment the building code regulates. Only simple maintenance and repairs costing no more than $2,500 are exempt, and a new stove is not routine maintenance. Plans may be waived for minor work at the Building Official’s discretion.
