Wood stove permits in Bismarck.

Bismarck Building Inspections covers the city and its ETA.

The City of Bismarck Building Inspections Division, at the City/County Building, 221 N 5th St. (701-355-1465), handles permits, plan review, inspections and mechanical contractor licensing for the city and the city’s extraterritorial area (ETA). Applications and inspection requests go through the eTRAKiT portal or by email, and an inspection can be requested only once the permit status is ISSUED. The city pages we read do not name wood stoves, so ask which permit covers the stove, chimney or insert and which inspections apply. Outside the ETA, Burleigh County issues permits; Mandan, across the Missouri River, is a separate city.

Fire-index bans apply to outdoor fires, not stoves.

Bismarck’s fire-code amendments in Title 4 say open burning needs a permit and is banned when the fire index is high, very high or extreme and during any red flag warning. Recreational fires and portable outdoor fireplaces are banned at very high or extreme fire index and during red flag warnings. We found no city rule restricting indoor wood stoves on poor air days; these limits apply outdoors.

Near the city edge? Check the ETA map.

Bismarck says its extraterritorial area outside city limits is under city jurisdiction for zoning, subdivision and building permits, with the boundary negotiated with Burleigh County and townships and subject to change. Its outer limit is the red dashed line on the city zoning map. Inside the ETA, start with the city; outside it, start with Burleigh County Building/Planning/Zoning.

City of Bismarck FAQ: extraterritorial area

Hiring out mechanical work? Check the license.

Bismarck code chapter 4-10 says anyone performing HVAC or mechanical installation, alteration or repair for another person must obtain a mechanical permit from the city, and HVAC work requires a city master license or supervision by a license holder. A homeowner working on their own residence is not counted as a mechanical contractor. Ask whether your installer holds a Bismarck mechanical license and who pulls the permit.

Outside the ETA, Burleigh County permits.

Burleigh County Building/Planning/Zoning says permits are needed for new buildings, structural remodels, basement finishes, septic systems and mechanical work, and that mechanical and plumbing permits can be requested by calling 701-221-3727. Inspections are scheduled in two-hour blocks starting at 10 a.m., and can also be booked by text. Its office shares the 221 N. 5th Street building with the city.

What to ask a Bismarck installer.

  1. Is my address inside Bismarck, its extraterritorial area, or Burleigh County, and will you pull the permit from the right office?
  2. Do you hold a City of Bismarck mechanical license, or will a licensed contractor supervise the stove and chimney work?
  3. Does your quote cover the chimney or liner, the hearth, and scheduling the inspections through eTRAKiT?

Compare quotes on the same scope.

Request separate details for the appliance, chimney or liner, hearth work, labor, removal, permits, inspections, and exclusions. Confirm any paid assessment before booking.

Will you save on heating?

There is no reliable single savings figure for every Bismarck home. Answers before you request a quote

Bismarck wood stove installation FAQs.

I live just outside Bismarck city limits. Who issues my permit?

It depends on whether you are in the city’s extraterritorial area. Bismarck handles building permits in the ETA, whose outer boundary appears as a red dashed line on the city zoning map. Outside it, start with Burleigh County Building/Planning/Zoning at 701-221-3727. Mandan addresses go to Mandan, not Bismarck.

Can I install a wood stove myself in Bismarck?

Bismarck’s licensing chapter says a homeowner working on their own residence is not treated as a mechanical contractor, while anyone doing the work for someone else needs a city mechanical permit and license. Ask Building Inspections which permit and inspections a self-installed stove and chimney need before you start.

How should Bismarck’s winters shape backup heat plans?

NOAA’s 1991–2020 January normal at BISMARCK 2.4 NNW is 12.9°F. A monthly average does not show the coldest nights or how long an outage could last, so talk through wood storage, room layout and chimney draft with your installer rather than expecting a stove to heat the whole house.
