Akron’s Plans and Permits page directs HVAC inspections to the Summit County Department of Building Standards at 1030 E. Tallmadge Ave., and the county lists Akron among communities it serves. The county’s mechanical permit form (rev. 03.24) has a fireplace line but none for wood stoves, so ask how to list a stove, insert or liner. The county says homeowners may pull permits except for gas lines, with a notarized Homeowners Affidavit. Its page says new permit and inspection requests go through the GovWell portal starting Monday, September 28, with CityWorks kept for existing requests. Cuyahoga Falls, Fairlawn and Tallmadge are separate communities.
Summit County Building StandardsThe Akron Regional Air Quality Management District, a service of Summit County Public Health, is a local affiliate of Ohio EPA that enforces state air rules in Summit, Medina and Portage counties. Its enforcement staff respond to complaints about odors, dust, asbestos and open burning, and forward significant violations to Ohio EPA. FireplaceLab did not find a district rule on vented indoor stoves, but smoke from any source can draw a complaint.
About ARAQMD (Summit County Public Health)Akron’s Urban Design and Historic Preservation Commission approves, approves with conditions or denies certificates of appropriateness to alter or raze structures listed as local historic landmarks, and reviews applications to designate landmarks and districts. It meets at 9 a.m. in Council Chambers at 166 S. High Street. If your house is a listed landmark, ask whether a new chimney or exterior flue needs a certificate before scheduling work.
Akron Urban Design and Historic Preservation CommissionSummit County’s Homeowners Affidavit lets the owner of a single-family home used as their residence get a permit if the Building Official finds they have enough skill and knowledge, and allows an unpaid relative who is not a licensed contractor to do the work. The owner must follow the 2019 Residential Code of Ohio and the county’s Chapter 13, and the affidavit must be sworn before a notary.

Akron’s Plans and Permits page sends HVAC inspections to the Summit County Department of Building Standards, and the county lists Akron among the cities, villages and townships it serves. Landmark review stays with the City of Akron’s Urban Design and Historic Preservation Commission, so a stove with a new exterior chimney can involve both.
ARAQMD enforces Ohio EPA’s open-burning rules. Summit County Public Health’s guidance allows recreational fires of clean seasoned firewood when the wood stack is three feet or less across and two feet or less high, and says to call when in doubt. A stove venting through a chimney is not open burning under Ohio’s definition.
Summit County says a homeowner can pull a permit except for gas lines; the home must be in your name, and a Homeowners Affidavit must be signed and notarized. The affidavit covers a single-family home you live in and lets an unpaid relative help. County inspections still apply.
