Details your installer can help confirm

Wood stove permits in Massillon.

Get a heating permit from Massillon’s Building Department.

Inside Massillon, the city Building Department at One James Duncan Plaza (330-830-1724, 8:30 a.m. to 4:30 p.m. weekdays) issues the permits the State of Ohio requires and registers electrical, heating, plumbing and home-improvement contractors; it also serves Canal Fulton. Its Heating Permit Application has a line for ‘Wood Stoves, Pre-Fab Fireplaces or Fireplaces’ at $25, plus a $50 residential base fee that covers only the final inspection and $30 per rough inspection. Applications go through the city’s iWorQ portal, and the city says online submissions are not automatically approved. Homes in Tuscarawas, Perry or Jackson Township with a Massillon address are outside city limits, so confirm which department serves yours.

Historic district: approval before exterior work.

Massillon’s Downtown Historic District, listed on the National Register in 2018, covers 91 buildings and Veterans Memorial Park, and Chapter 1349 lets the city designate local districts and listed properties. The city’s design guidelines say a certificate of approval is required before exterior alteration of a listed property or a property in a historic district, and that a chimney’s appearance on the roof matters to a historic building. Ask before adding a new flue, cap or Class A chimney.

Check the installer’s heating registration.

Massillon requires every heating contractor to register with the city. The packet asks for a $10,000 surety bond on the city’s own form, a State of Ohio HVAC contractor’s license, workers’ compensation if the firm has employees, and $1,000,000 in liability insurance naming the City of Massillon as certificate holder. It says permits must be obtained before the job starts and that the contractor must call for all inspections.

Smoke and open-burning complaints go to Canton.

Canton City Public Health’s Air Pollution Control Division manages outdoor air quality for Stark County, including Massillon, under contract with Ohio EPA. It takes complaints about neighborhood open burning, odor and dust at 330-489-3231, option 7. Burning only dry, seasoned wood in a properly drafting stove helps keep smoke from becoming a neighbor complaint.

Design for 0–10°F winters and 36-inch frost.

Massillon’s Building Department publishes local design criteria: a winter design temperature of 0–10°F, 36-inch frost depth, 20 psf ground snow load and ice-shield underlayment required. A new outside chimney chase or roof penetration should be detailed for those conditions, and a stove sized for heat during an outage should be matched to those winter design temperatures.

What to ask a Massillon installer.

  1. Are you registered as a heating contractor with Massillon for the current March-to-February year?
  2. Will my stove or insert go on the $25 wood-stove line, a venting line, or both?
  3. If my house is in a historic district, will you wait for a certificate of approval first?

Compare quotes on the same scope.

Request separate details for the appliance, chimney or liner, hearth work, labor, removal, permits, inspections, and exclusions. Confirm any paid assessment before booking.

Answers before you request a quote

Massillon wood stove installation FAQs.

Does Stark County issue my Massillon stove permit?

Not inside city limits. Massillon’s own Building Department at One James Duncan Plaza issues the permits the state requires there, and its Heating Permit Application has a wood-stove line. If your mailing address says Massillon but you live in Tuscarawas, Perry or Jackson Township, you are outside the city, so check which department covers you.

What does the Massillon heating permit cost for a wood stove?

The city’s Heating Permit Application lists ‘Wood Stoves, Pre-Fab Fireplaces or Fireplaces’ at $25, plus a $50 residential base fee that covers the final inspection only. Rough inspections are $30 each, re-inspections $35, and a no-show re-inspection $75, and a 1% state assessment is added. Ask whether a liner or venting line is also charged.

Can I add a chimney to a house in Massillon’s historic district?

Plan for review first. Massillon’s design guidelines say a certificate of approval is needed before exterior alteration of a listed property or a property in a historic district, and they treat a chimney’s appearance on the roof as important. Apply through the city’s Historic Preservation Office, then continue to the building permit.
