Wood stove permits in Parma.

File a residential heating permit at 6611 Ridge Road.

Inside Parma, permits come from the Building Department at 6611 Ridge Road (440-885-8030), open weekdays 8:30 a.m. to 4:30 p.m., with applications also taken through the city’s Citizenserve portal. Parma’s code requires a permit before installing, altering or repairing any heating and ventilating apparatus, with penalties of $100, $300 and $500 for starting without one. The Residential Heating / Cooling Permit Application asks whether the applicant is the owner and lives there, says any contractor used must be registered with the city, and has a line for chimney liners but none for wood stoves. Ask which permits cover your stove, insert and liner. Parma Heights, Seven Hills and North Royalton issue their own permits.

Two layers of air rules: Parma’s code and the county agency.

Parma has its own Air Pollution chapter, enacted in 1971. It bars burning refuse in fuel-burning equipment, prohibits open fires of wood or paper without the Building Commissioner’s written approval, and lets the Commissioner abate smoke that annoys a considerable number of people. Separately, the Cleveland Division of Air Quality serves Cleveland and all of Cuyahoga County under contract with Ohio EPA. FireplaceLab found no rule against vented indoor stoves; burn only clean, dry wood.

Each chimney liner carries its own fee.

Parma’s All Fees For Permits schedule (Chapter 185.04) lists alterations to the heating system of an existing home at $30.00 plus unit costs, including $25.00 for each chimney liner. The file carries 2018 metadata, so confirm the current amounts. Most wood inserts in a masonry fireplace need a stainless liner, so ask your installer to show the heating permit and liner fee as separate lines in the quote.

Registration means insurance, bond and state license.

Parma’s contractor registration sheet requires contractors to register in a trade such as HVAC, carry at least $300,000 in general liability insurance with the City of Parma named as additional insured, post a $25,000 surety bond on the city’s form, and, for HVAC contractors, supply a current State of Ohio license. Registration costs $250 if work starts before it is finalized. Ask an out-of-town installer whether it is registered in Parma this year.

Preservation districts need a certificate first.

Parma’s Chapter 1104, passed in 1995, says the Division of Buildings may not issue a permit to alter property within a preservation district, or a designated landmark, until the Review Board issues a certificate of appropriateness. Ordinary repairs with no change in material, design or outer appearance are excluded. FireplaceLab did not find a list of designated Parma districts, so ask the Building Department before planning a new exterior chimney.

What to ask a Parma installer.

  1. Are you registered with the Parma Building Department this year, and will you file the residential heating permit?
  2. How many chimney liners will you list on the Parma application, and is the per-liner fee in your price?
  3. Do you install freestanding wood stoves, or only inserts in an existing fireplace?

Answers before you request a quote

Parma wood stove installation FAQs.

Can I pull a Parma heating permit as a homeowner?

Parma’s Residential Heating / Cooling Permit Application asks whether the applicant is the property owner and whether it is their primary residence, and says any contractor used must be registered with the city. Its code also offers owner-occupants of one-family homes a one-time waiver of the $100 late-permit penalty. Call 440-885-8030 to confirm what an owner-filed stove job needs.

Who handles smoke complaints in Parma?

Two bodies may be involved. Parma’s 1971 Air Pollution chapter lets the Building Commissioner abate smoke that annoys a considerable number of people, and bars open fires of wood without written approval. The Cleveland Division of Air Quality serves all of Cuyahoga County under contract with Ohio EPA. FireplaceLab found no rule from either that bans properly vented indoor stoves.

My address says Parma. Is it the city?

Not always. Parma Heights and Seven Hills are separate cities, and North Royalton, Brooklyn and Brook Park border Parma with their own building departments, contractor registration and fees. The permit rules here apply only inside the City of Parma, so check your tax bill before asking an installer to file.
