Details your installer can help confirm

Wood stove permits in Allentown.

Ask Building Standards & Safety about a heating permit.

Inside Allentown, permits come from the Bureau of Building Standards and Safety at City Hall, 435 Hamilton Street (building permits and trade licensing: 610-437-7592), which takes applications through the city’s online Citizen Self Service portal. Its ‘When Residential Permits ARE Required’ sheet lists installing heating equipment among work that needs permits, inspections and certification under state law, says to discuss projects with the Zoning Office (610-437-7630) first, and warns of a $100 fine per type of work done without a permit. The sheet does not name wood stoves, so ask which permits cover your stove, chimney or liner. Whitehall, Emmaus and other neighboring municipalities are separate, so confirm which one your address is in.

Old Allentown, Old Fairgrounds, West Park: exterior review.

Allentown’s three local historic districts are protected by ordinance. Staff in the Bureau of Planning and Zoning give a free pre-application discussion, approve some minor work, and send the rest to the Historic Architectural Review Board, which recommends approval or denial to City Council. Council issues the Certificate of Appropriateness by resolution, and only then do you apply for building permits. Interior work with no exterior change needs no review; a new flue, cap or roof vent visible from a street or alley likely does.

Allentown Guidelines for Historic Districts (PDF, adopted February 16, 2022)

District guidelines treat chimneys as features to keep.

Allentown’s historic district guidelines call chimneys distinctive features whose location, size and appearance should be retained. They advise against shortening or removing chimneys, say chimneys that are no longer operable should be capped and kept in place regardless of interior changes, and note that a low-profile copper cap may be an appropriate replacement for a historic masonry cap. New roof vents and penetrations should go on rear or non-visible slopes. Share these with your installer before choosing a liner and cap.

HARB meets the first Monday; file 10 days ahead.

Allentown’s guidelines say applications that go to the HARB must be submitted at least 10 days before its meeting on the first Monday of the month, and its review flowchart shows a maximum of 75 days from application to City Council action. The HARB can table an application that lacks enough information. If a stove job changes anything visible in a district, build this schedule in before booking an install date.

Zoning comes first, and plans show the vent.

The Bureau of Building Standards & Safety’s residential requirements say Allentown’s Zoning Ordinance precedes all aspects of the Uniform Construction Code and strongly encourage starting with the Zoning Bureau. Alteration plans may be prepared by the owner or contractor unless the building code official says otherwise. Where plan review applies, the city’s checklist asks for chimney and fireplace details and mechanical plans with manufacturer specs, venting methods and vent termination points.

What to ask a Allentown installer.

  1. Will you check with Allentown Zoning and file the heating-equipment permit through the city portal?
  2. My house is in Old Allentown, Old Fairgrounds or West Park — will the cap or flue change anything visible, and will you supply specs for the Certificate of Appropriateness?
  3. Do your crews install freestanding wood stoves, or only inserts, pellet or gas units?

Compare quotes on the same scope.

Answers before you request a quote

Allentown wood stove installation FAQs.

Does Allentown require a permit for a wood stove?

Allentown’s residential permit sheet lists installing heating equipment among work that needs permits and inspections under state law. It does not name wood stoves, so call the bureau at 610-437-7591 and describe the stove and venting. The same sheet says a $100 fine may apply to each type of work done without a permit.

I live in West Park. Who approves a new chimney cap?

Start with the city’s preservation staff, who decide whether staff can approve the work or it goes to the HARB. City Council then issues the Certificate of Appropriateness by resolution. The guidelines favour keeping chimneys and say a low-profile copper cap may be appropriate. An insert with no exterior change needs no review.

Is Allentown cold enough to plan around a wood stove?

The Allentown International Airport station averages 30.1°F in January, and all eight NOAA stations within 25 miles are at or below freezing in their coldest month, with a median of 29.0°F. That supports planning a stove for outage backup heat; it is not a whole-home heating claim.
