Inside Erie, permits are reviewed, issued and inspected by the Bureau of Code Enforcement in Room 407 of City Hall, 626 State Street (814-870-1473). The city’s permits page says any electrical, plumbing or mechanical work needs a permit, and Erie’s code applies the Uniform Construction Code requirement to install, alter or replace a mechanical system. The bureau lists the 2018 International Code Council codes. No city page names wood stoves, so ask whether a stove, insert or new chimney needs a mechanical permit, a building permit or both. Millcreek, Harborcreek and other townships run their own code enforcement.
City of Erie permitsErie’s Historic Review Commission administers Certificate of Appropriateness applications for designated historic properties. Its page lists nine places on the City Register of Historic Places, including the Mayer Block historic overlay district, Erie Cemetery and the Way-Built Weber House, and the city’s permits page lists work on a City Historic Place as needing a permit. Most homes are not on the register. If yours is, contact the Cultural Resource Manager (814-870-1370) before planning a new chimney or visible flue.
Erie Historic Review CommissionErie’s Article 333, adopted in 2022, says no one may act as a contractor without a valid city license, obtained by passing an ICC exam. Erie’s homeowner clause lets someone altering a single-family home they own and occupy get a permit without a contractor license, if they do the work themselves and meet all other code requirements. You still need the permit and inspections. Ask Code Enforcement (814-870-1473) which permit applies before buying the stove.
