Wood stove permits in Lancaster.

Apply for a Mechanical/Electrical/Plumbing permit with the city.

Inside city limits, the Bureau of Building Code Administration, 120 North Duke Street (717-291-4724, PermitClerk@cityoflancasterpa.gov), issues permits. Its Mechanical/Electrical/Plumbing Permit Application has a ‘Mechanical Work’ section asking for a detailed scope, contractor details, Home Improvement Contractor registration number and project cost, with a signed contract or proposal attached. It says residential reviews can take up to 15 business days, that projects may also get historic or zoning review, and that no work may start before the permit is issued. The form suggests checking the county property site if unsure whether an address is in the city; Lancaster Township and nearby boroughs issue their own permits.

HARB district: new chimneys and vents need Council approval.

City Council created Lancaster’s local historic district in 1967, and the Historical Architectural Review Board reviews all new construction, demolition and exterior alterations inside it. HARB meets on the first Monday of the month and sends its recommendation to City Council, which issues the Certificate of Appropriateness that allows the building permit. There is no application fee. A stovepipe through a wall or a new chimney changes a building’s exterior, so call the Historic Preservation Specialist (717-291-4726) before ordering a stove.

City of Lancaster: The HARB

Heritage Conservation District reviews new construction only.

Outside the HARB district, much of Lancaster lies in the Heritage Conservation District, created in 1999. There the Historical Commission reviews only new construction and demolition visible from a public street, such as a new building, addition, porch or deck. The city’s page says this differs from the HARB district, where all exterior alterations are reviewed. A new exterior chimney chase could count as construction, so check the map and ask the Commission (717-291-4726).

Work over $300 needs a permit; skipping it triples the fee.

Lancaster’s Building Code Fee Schedule (2023 edition) says all work with a fair market value over $300 requires a permit, apart from floor coverings and painting without other renovations. Work started without a permit is subject to an extra fee equal to three times the permit fee, plus legal action. For work by a registered contractor, a copy of the contract with the homeowner must come with the application.

What to ask a Lancaster installer.

  1. Will you file the City of Lancaster MEP permit and supply the certificate of insurance naming the city?

  3. What is your Pennsylvania Home Improvement Contractor registration number?

Answers before you request a quote

Lancaster wood stove installation FAQs.

Does the City of Lancaster require a permit for a wood stove?

Very likely. The city’s fee schedule says work worth more than $300 needs a permit, and work started without one carries an extra fee of three times the permit fee. Stove work fits the ‘Mechanical Work’ section of the city’s MEP Permit Application. Call the Bureau of Building Code Administration at 717-291-4724 to confirm, especially for an insert.

My house is downtown. Does HARB review a wood stove?

HARB reviews exterior changes, not the stove itself. If installation adds a chimney, a through-wall vent or other visible exterior work in the HARB district, HARB reviews it and City Council issues a Certificate of Appropriateness before the permit. An insert using an existing chimney with no exterior change may not need review; ask the Historic Preservation Specialist.

Are Lancaster Township and the city the same for permits?

No. The City of Lancaster’s Bureau of Building Code Administration issues permits only inside city limits, and its MEP form points applicants to the county property site to check. Lancaster Township and nearby boroughs have their own permit processes under Pennsylvania’s Uniform Construction Code.
