Details your installer can help confirm

Wood stove permits in York.

File a UCC permit with the Bureau of Permits and Inspections.

Inside York city limits, the Bureau of Permits and Inspections at 101 S. George Street handles construction permits. Its UCC Permits application on OpenGov covers building, mechanical, plumbing and electrical work, and applications filed on or after January 1, 2026 must meet the 2021 UCC. The city’s older permit pamphlet says a permit is required unless the work is on its exempt list; the mechanical exemptions cover portable heating appliances, not a vented stove. The office does not take walk-ins; call 717-849-2256 or the permits technician at 717-849-2239. York Township, Spring Garden and West York are separate municipalities with their own offices.

HARB district: approval before visible work.

York’s Historical Architectural Review Board covers the local historic districts set by City Council, which are separate from the National Register district. The city says exterior work visible from a public street or alley in the HARB district needs approval before it starts, even if no permit is required. HARB is advisory; City Council votes on its decisions. The board meets at 6 p.m. on the second and fourth Thursday in City Council Chambers. Check the HARB district map before choosing where a flue exits.

City of York Historical Architectural Review Board (HARB)

Which HARB review a stove flue triggers.

York’s ‘Types of HARB Reviews’ sheet exempts work not visible from a street or alley. It lists chimney caps and mechanical vents installed through wall or roof surfaces as staff reviews approved by the HARB consultant. Mechanical vents run through windows or doors, and anything not listed, go to a case review at a board meeting. A new stovepipe through a street-facing roof is likely a staff review; a flue through a window opening would need the full board. Confirm with the Bureau of Planning and Zoning.

Unless it is on the exempt list, it needs a permit.

The City of York’s pamphlet ‘When Is a Building Permit Required?’ says anyone installing or replacing mechanical systems regulated by the UCC must first obtain a permit, and that a permit is required unless the project is listed as exempt. Mechanical exemptions include portable heating appliances and replacement parts that do not alter approval. Emergency replacements may start first if an application follows within three business days. The pamphlet dates from 2020–21 and cites older codes.

Wood-burning insert$3,000–$8,000+
New installation, no chimney$5,500–$9,000+

What to ask a York installer.

  1. Will you file the UCC permit through York’s OpenGov portal, and who attends the Bureau of Permits and Inspections inspections?
  2. Is my house in the HARB district, and will the new flue or cap be visible from a public street or alley?
  3. Will the flue go through the roof or a wall (a staff review) rather than a window or door opening (a full board review)?

Compare quotes on the same scope.

Request separate details for the appliance, chimney or liner, hearth work, labor, removal, permits, inspections, and exclusions. Confirm any paid assessment before booking.

Will you save on heating?

There is no reliable single savings figure for every York home. Backup comfort and financial payback are separate decisions. Compare all heating options

Answers before you request a quote

York wood stove installation FAQs.

Do I need a permit for a wood stove in York?

Very likely. The city’s permit pamphlet says a permit is required unless the work is on its exempt list, and the only heating appliances exempted are portable ones. Apply through the UCC Permits application on the city’s OpenGov portal; since January 1, 2026 applications must meet the 2021 UCC. Call 717-849-2239 with the stove model and venting plan first.

My rowhouse is in the historic district. Will HARB review a stove?

Not the stove itself. HARB covers exterior work visible from a public street or alley, and work not visible is exempt. A new chimney cap or a vent through the roof or a wall is a staff review by the HARB consultant; a vent through a window or door goes to the full board. City Council votes on HARB decisions.

Who is this guide most useful for in York?

Owners of single-family homes and rowhouses with a sound masonry chimney or a clear route for a flue. Much of the city is attached housing, and a lot of it sits in the HARB district, so where the flue exits matters. Renters need the owner’s approval; the city licenses and inspects tenant-occupied buildings. Townships around the city have their own permit offices.
