Wood stove permits in Kearns.

The Greater Salt Lake MSD issues the permit for Kearns.

Kearns does not run its own building department. The Greater Salt Lake Municipal Services District (MSD) issues building permits and inspections for Kearns, Magna and other county communities from 860 W Levoy Drive, Suite 300, Taylorsville (385-910-7138, weekdays 8 a.m. to 4:30 p.m.). Its list of work that needs a permit includes installing or replacing any fireplace (wood or gas) or woodstove. You apply, print the permit, download MSD-stamped drawings and schedule inspections through its Cityworks portal, and the stamped plans must be on site, printed full size. The page lists no stove-specific documents, so ask what it needs for the listing, clearances, hearth and chimney or liner.

Read this first: winter burning is restricted on action days.

Salt Lake County Health Regulation #35 applies in Kearns. From November 1 through March 1 it bars burning solid fuel or using a solid-fuel device on voluntary as well as mandatory action days set by Utah’s Division of Air Quality, once a burn-down period of up to three hours ends. Homes registered with DAQ as a sole source of heat are exempt. A temporary sole-source exemption may be granted if the oil, natural gas, electric or propane heating system fails, but it is not automatic, so ask the county how to request one before winter.

Buying a stove? It must be EPA certified.

Utah Admin. Code R307-302-6 says no person shall sell, offer for sale, supply, install or transfer a wood burning stove that is not EPA certified, or a fireplace that is not EPA qualified, and R307-302-2 applies it to all regions of Salt Lake County, Kearns included. A non-certified stove installed before March 6, 2014 may pass with a house in a sale if it stays in place. A secondhand older stove bought for a new Kearns install will not meet the rule.

Booking a Kearns inspection.

The MSD takes inspection requests on its hotline (385-910-5830) or at inspections@msd.utah.gov before 3 p.m. for the next business day. Give the permit number, address, inspection type, date needed and a daytime contact. Inspectors do not call ahead; if you need to know when one is coming, call 801-927-0914 between 7:30 and 8 a.m. that morning. Missing that step can mean a failed inspection and a re-inspection fee.

Who enforces the county burn rule.

Salt Lake County’s Health Department says its Air Quality Bureau regulates wood and other solid-fuel burning in the county and notes that even EPA-certified stoves emit as much pollution as 60 gas furnaces. On voluntary and mandatory action days from November 1 to March 1 it bans burning in fireplaces and wood stoves and outdoor fires, including patio pits. The bureau (385-468-3837) investigates complaints, and notices of violation can carry penalties up to $299 per day.

What to ask a Kearns installer.

  1. Will you apply for the MSD permit through Cityworks and keep the MSD-stamped plans on site, printed full size, for the inspection?
  2. Is this stove or insert EPA certified under R307-302-6, and will you give me the certification paperwork?
  3. Since MSD inspectors don’t call ahead, who will be at my Kearns home for the inspection, and will you handle the 7:30 a.m. call?

Answers before you request a quote

Kearns wood stove installation FAQs.

Who issues a wood stove permit in Kearns?

The Greater Salt Lake Municipal Services District, which handles building permits for Kearns from its Taylorsville office. Its list of work needing a permit names installing or replacing any fireplace (wood or gas) or woodstove. Applications go through its Cityworks portal; call 385-910-7138 with the stove model and venting plan to ask what it needs.

Can I use a wood stove in Kearns during a winter power outage?

Not automatically. From November 1 to March 1, Salt Lake County’s Regulation #35 bans burning on voluntary and mandatory action days. It says a temporary sole-source exemption may be granted if the regular heating system fails. Ask the county Air Quality Bureau (385-468-3837) how to request one before winter; this guide cannot promise it will be granted.

Can I reuse an old stove in a Kearns home?

Only if it is EPA certified. Utah’s R307-302-6 bars installing or transferring a wood stove that is not, and it covers all of Salt Lake County. An uncertified stove already installed before March 6, 2014 can stay with a house when it is sold, but moving an old stove into a new install does not meet the rule.
