Midvale issues its own building permits through its Building & Safety Division at City Hall, 7505 S. Holden Street, 2nd floor (801-567-7200 ext. 1016, buildingpermit@midvaleut.gov), open Monday to Thursday. The city says a permit is required for most construction, and that all applications and inspection requests must be submitted online. Its list of work needing permits and inspections includes furnace replacement but does not name wood stoves. The application offers Mechanical and Remodel permit types and asks for the contractor’s professional license number, or an owner/builder form. Ask which type covers a stove, insert or liner, and what it needs for clearances and venting.
Midvale City: Building & SafetySalt Lake County Health Regulation #35, adopted in 2015, applies in Midvale. From November 1 through March 1 it bars burning solid fuel or using a solid-fuel device on both voluntary and mandatory action days set by Utah’s Division of Air Quality, after a burn-down period of no more than three hours. Registered sole-source homes are exempt, and a temporary sole-source exemption may be granted if the oil, natural gas, electric or propane heating system fails. It is not automatic, so ask the county how to request one before winter.
Salt Lake County Health Regulation #35, Solid Fuel Burning (PDF, adopted 2015)Utah Admin. Code R307-302-6 says no person shall sell, offer for sale, supply, install or transfer a wood burning stove that is not EPA certified, or a fireplace that is not EPA qualified, and R307-302-2 applies it to all regions of Salt Lake County. A non-certified stove installed before March 6, 2014 may pass with a house in a sale if it stays in place. A used older stove bought for a new Midvale install will not meet the rule.
Utah Admin. Code R307-302, Solid Fuel Burning DevicesOn days burning is allowed, R307-302-5 limits visible smoke from a stove or fireplace to 20% opacity, except for a 15-minute start-up period and 15 minutes in any three hours for refueling. It bars burning garbage, plastic, treated wood, painted or colored paper, magazines and other materials not meant as fuel, and allows only seasoned wood. Regulation #35 sets the same opacity limit on unrestricted days.
Utah Admin. Code R307-302, Solid Fuel Burning DevicesSalt Lake County’s Health Department says its Air Quality Bureau regulates wood and other solid-fuel burning in the county, and that even EPA-certified stoves emit as much particle pollution as 60 gas furnaces. On action days from November 1 to March 1 it bans burning in fireplaces and wood stoves and outdoor fires, including patio pits. The bureau (385-468-3837) investigates complaints, and violations can bring penalties up to $299 per day.

Yes. Midvale’s Building & Safety Division at City Hall issues building permits for the city, and all applications must be filed online. Its pages do not name wood stoves, so email buildingpermit@midvaleut.gov with the stove model and venting plan and ask which permit type applies. The office is closed Friday through Sunday.
Not automatically. From November 1 to March 1, Salt Lake County’s Regulation #35 bans burning on voluntary and mandatory action days. It says a temporary sole-source exemption may be granted if the regular heating system fails. Ask the county Air Quality Bureau (385-468-3837) how to request it before winter; this guide cannot promise it will be granted.
Utah’s R307-302-5 still applies. Smoke must stay at or below 20% opacity, apart from a 15-minute start-up and 15 minutes in any three hours for refueling. Burn only seasoned wood, and never garbage, plastic, treated wood or colored paper. A stove that smokes heavily on an allowed day can still break the rule.
