Millcreek runs its own Building Department at City Hall, 1330 East Chambers Avenue (building line 801-214-2749). Its page says a building permit is required for all construction in Millcreek apart from listed minor exemptions, none of which covers stoves or chimneys. Applications go through the city’s online portal as PDFs, with existing and proposed plans and either an Owner/Builder Form or a Contractor Information Sheet, and initial review can take 14 business days. The page does not name wood stoves, so ask which requirement list applies and what it wants for the listing, clearances and venting. The county MSD does not handle Millcreek permits.
Millcreek: Building DepartmentSalt Lake County Health Regulation #35, adopted January 8, 2015, covers Millcreek. From November 1 through March 1 it bars burning solid fuel on both voluntary and mandatory action days set by Utah’s Division of Air Quality, after a burn-down period of up to three hours. Registered sole-source homes are exempt, and a temporary sole-source exemption may be granted if the oil, gas, electric or propane heating system fails. It is not automatic, so ask the county how to request one before winter.
Salt Lake County Health Regulation #35, Solid Fuel Burning (PDF, adopted 2015)Millcreek says it began administering the Wildland-Urban Interface Code on January 1, 2026, and posts the 2006 Utah WUI Code, a WUI map and a Fire Hazard Severity Form. Section 605 of that code requires chimneys serving fireplaces or heating appliances burning solid fuel to have a spark arrester of 12-gauge wire mesh with openings no larger than half an inch. Section 604.4 requires tree crowns within 10 feet of a chimney outlet to be pruned back.
Millcreek: Wildland Urban InterfaceUtah Admin. Code R307-302-6 says no person shall sell, offer for sale, supply, install or transfer a wood burning stove that is not EPA certified, or a fireplace that is not EPA qualified, and the rule covers Salt Lake County. An uncertified stove installed before March 6, 2014 may pass with a house in a sale if it stays in place. A used older stove bought for a new Millcreek install will not meet the rule.

Code R307-302, Solid Fuel Burning DevicesSalt Lake County’s Health Department says it bans burning in fireplaces and wood stoves, and outdoor fires including patio pits and charcoal grills, on voluntary and mandatory action days from November 1 to March 1. Its Air Quality Bureau, at 788 East Woodoak Lane in Murray (385-468-3837), investigates complaints, and notices of violation can carry penalties up to $299 per day.
