The City of Orem’s Development Services Building Safety Division, at 56 North State Street, lists ‘Fireplaces (wood, pellet or gas)’ among inside work that requires a permit, along with heating installations and mechanical work. Its list says it is not all-inclusive and asks residents to check with the division on anything unclear. The city says permits for some minor work that needs no plans can be applied for online; ask whether a stove or insert qualifies or needs plans. Confirm what it wants for the stove listing, clearances, hearth and chimney or liner, and check the model is EPA certified before you buy.
City of Orem: When Do I Need a Building Permit? (PDF)Utah Admin. Code R307-302 applies across Utah County. During a mandatory no-burn period declared by Utah’s Division of Air Quality, no one may use a wood stove or fireplace unless it is the sole source of heat for the whole home and registered with DAQ. The rule has no outage or furnace-failure exemption. The separate carbon-monoxide no-burn trigger in R307-302-4 applies only inside Provo city limits, not in Orem. On voluntary days DAQ asks residents not to burn; we found no Utah County ban for those days.
Utah Admin. Code R307-302, Solid Fuel Burning DevicesOrem’s Residential Remodel Checklist says all wood stove and flue clearances must be according to the manufacturer’s listing, and flue clearances to combustibles must be kept (6 inches for single wall, 1 inch for double wall). Fireplace hearth extensions must be at least 16 inches in front and 8 inches at the sides for openings under 6 square feet, and 20 and 12 inches for larger openings.
City of Orem: Residential Remodel Checklist (PDF)R307-302-6 says no person shall sell, offer for sale, supply, install or transfer a wood burning stove that is not EPA certified, across all of Utah County. An uncertified stove installed before March 6, 2014 may pass with a house in a sale if it stays in place. The rule also allows only seasoned wood and bans burning garbage, plastic, treated wood and other non-fuel materials.
