Sandy says a building permit is required for all construction in the city, including installing, altering or replacing any mechanical system regulated by the code. The Building & Code Compliance Division is at City Hall, 10000 Centennial Parkway, Room 210, and applications go through the city’s Cityworks portal. Its permit list does not name wood stoves or fireplaces; the closest type is the residential mechanical permit, whose sheet covers HVAC, gas lines and other mechanical alterations. The city lists the 2021 IRC and 2024 IMC as adopted codes. Ask which permit type fits a stove or insert and what it wants for the listing, clearances, hearth and chimney.
Sandy City: Building PermitsSalt Lake County Health Regulation #35 (adopted 2015) applies in Sandy. From November 1 through March 1 it bans burning solid fuel on both voluntary and mandatory action days set by Utah’s Division of Air Quality, after a burn-down period of up to three hours. Registered sole-source homes are exempt. A temporary sole-source exemption may be granted if the regular heating system fails, but it is not automatic, so ask the county before counting on a stove during an outage.
Salt Lake County Health Regulation #35, Solid Fuel Burning (PDF, adopted 2015)Salt Lake County’s Health Department says its Air Quality Bureau regulates wood and other solid-fuel burning in the county, while Utah’s Division of Air Quality handles most other sources. The bureau is in the Environmental Health Division at 788 East Woodoak Lane in Murray, and the page lists phone and email contacts and a way to report illegal burning. Sandy residents should ask it how a temporary exemption is requested before winter.
Salt Lake County Health Department: Sources of Air PollutionUtah Admin. Code R307-302-6 says no person shall sell, offer for sale, supply, install or transfer a wood burning stove that is not EPA certified, and the rule covers all of Salt Lake County. An uncertified stove installed before March 6, 2014 may transfer with a house in a sale if it stays in place. The rule also requires seasoned wood and bans burning garbage, plastic and treated wood.

Not automatically. From November 1 to March 1, Salt Lake County bans burning on voluntary and mandatory action days. Ask the county Air Quality Bureau how to request it ahead of winter; this guide cannot promise it will be granted.
Sandy requires a permit for all construction, including installing any mechanical system regulated by the code, and takes applications through its Cityworks portal. Its permit list does not name wood stoves, so ask the Building & Code Compliance Division at City Hall which permit type applies and what documents it needs.
Utah’s R307-302 lets a home burn on mandatory no-burn days only if the solid-fuel device is the sole source of heat for the whole residence and registered with the Division of Air Quality. Salt Lake County’s Regulation #35 also exempts registered sole-source homes. A house with a working furnace does not qualify.
