The City of Spokane Valley runs its own Permit Center at City Hall, 10210 E Sprague Avenue. The city says permits are needed for new mechanical fixtures and appliances, alterations and replacements, and its mechanical application has separate lines for a freestanding wood stove system, a wood or pellet stove insert, and appliance vents for wood stoves. Apply online or by mail or in person; the application asks you to declare you are a registered contractor under RCW 18.27 or the property owner. Fees are on the city’s master fee schedule. Addresses in the City of Spokane, other neighbouring cities or unincorporated Spokane County are permitted elsewhere, so confirm the jurisdiction.
City of Spokane Valley mechanical application (PDF)Spokane Clean Air defines its Smoke Control Zone as the City of Spokane, north to Owens Road, Spokane Valley to the Idaho border, south to Gibbs Road and west to Hayford Road, so Spokane Valley homes fall under its Stage 1 and Stage 2 wood-heating restrictions. Households with no other adequate heat, SNAP-qualifying income or a primary heating system under repair can apply for an exemption, and a one-time 10-day temporary exemption is available. Spokane Clean Air burn restrictionsWashington’s Department of Ecology says wood stoves sold in the state must meet EPA emission limits of 2.0 grams per hour tested with crib wood or 2.5 grams per hour with cord wood, and that you cannot sell, exchange or give away an uncertified wood stove. Ecology keeps lists of wood stoves, pellet stoves, fireplaces, masonry heaters and wood-fired furnaces that meet the standards. Check the model against those lists before paying.
Washington Department of Ecology wood stove infoEcology says removing an uncertified wood stove is not required when buying or selling a house, but the stove itself cannot be sold separately. If you inherit an uncertified stove with a Spokane Valley house, it cannot be used in a Stage 1 burn ban unless it is your only heat source, so replacement with a certified model, under a city mechanical permit, is worth pricing.

No. Spokane Valley is a separate city with its own Permit Center at 10210 E Sprague Avenue and its own mechanical application, which has lines for freestanding wood stoves and wood or pellet stove inserts. City of Spokane addresses use Spokane’s Development Services, and unincorporated Spokane County addresses use the county, so confirm which one covers your parcel.

Only if it is certified. Washington Ecology says you cannot sell, exchange or give away an uncertified wood stove, and state law bars installing used devices that are not certified.
