Inside Sheboygan city limits, the Building Inspection Department at City Hall, 828 Center Ave., Suite 208 (920-459-3477), issues permits. Its HVAC FAQ says a permit is needed when new heating equipment is added or a heating system is modified in a one- or two-family home, while a straight replacement is a cheaper registration. The HVAC Division lists a permit application and a Woodburning Stoves handout, and the application says the applicant must call for all required inspections or pay a $50 penalty. No page says which permit a wood stove takes, so ask the residential HVAC inspector (920-459-4081). Sheboygan Falls, Kohler and the surrounding towns issue their own permits.
City of Sheboygan: HVAC DivisionSheboygan’s Residential Fireplace Requirements handout (January 2026) says factory-built fireplaces must be installed and maintained per their listing, and tells inspectors to be especially suspicious of retrofitted stoves or fireplace inserts, which can cause severe problems if the fireplace was not designed for them. Add-on items must be listed for that fireplace, and inspectors may ask for the maker’s installation instructions. If your home has a metal factory-built fireplace, confirm the insert is approved for it before buying.

City of Sheboygan: Building Inspection FAQsSheboygan’s Historic Preservation Commission reviews any change to the exterior of a designated historic structure or site, including alteration, construction and reconstruction, through a Certificate of Appropriateness. The city says work done without one brings a stop-work order. A new chimney or roof penetration on a designated landmark would be exterior work, so check the property’s status with Planning and Development before you order a stove.
City of Sheboygan FAQs: Historic Preservation OrdinanceThe Sheboygan Fire Department’s FAQ says recreational bonfires may burn only clean, dry wood, in a brick, stone or metal ring no larger than 36 inches across, at least ten feet from buildings and woodpiles, and only from noon to 10 p.m. (midnight on Fridays, Saturdays and holiday Sundays). These rules cover outdoor fires; we found no rule on indoor stove use, but that is not a guarantee.

No page names the exact permit for a stove, so call the residential HVAC inspector at 920-459-4081. Starting without a permit costs double the fee plus $100 the first time.
Only if the insert is approved for that fireplace.
